The Register of Deeds is a Passport Acceptance Facility under the direction of the United States Department of State, Seattle Passport Agency, Room 992, Federal Building, 915 2nd Ave., Seattle WA 98174.
Passport Hours Are:
Monday - Friday from 8:00 a.m. to 5:00 p.m., however, applications taken after 3:00 p.m. may not be mailed to the Passport Center until the next business day.

Travelers will now have the option to apply for a PASSPORT CARD. A Passport Card is a wallet sized card that can be used to travel between THE UNITED STATES AND CANADA, MEXICO, BERMUDA, AND THE CARIBBEAN BY LAND AND SEA ONLY. If you are traveling by AIR you will still need a Passport Book. The Passport Card provides a less expensive, smaller, and more convenient alternative for those who travel to these destinations ONLY and ONLY if you are traveling by LAND AND SEA.

A PASSPORT BOOK ALLOWS YOU TO TRAVEL ANYWHERE IN THE WORLD WHETHER IT IS BY LAND, AIR OR SEA.

YOU CAN APPLY FOR BOTH A CARD AND A BOOK AT THE SAME TIME.

BOTH A PASSPORT CARD AND A PASSPORT BOOK ARE VALID FOR 10 YEARS IF YOU ARE 16 OR OVER AND 5 YEARS IF YOU ARE UNDER THE AGE OF 16.
 
Procedure for New Passport Applications:
1. Passport applicants must fill out Form DSP-11 “Application for Passport” (copies of this form will be available at the Davison County Register of Deeds Office or you can download them from http://www.travel.state.gov/passport/forms/forms_847.html under “Print Passport Applications”.
 
2. Applicant must bring proof of U.S. citizenship (such as a certified copy of a birth certificate) plus proof of identity (such as a driver’s license) and two identical photographic portraits 2 x 2 inches in size with a white background and the circumference of the head can be no smaller than 1” and no larger than 1 3/8”.

*The $25.00 Execution Fee is not charged when adults 16 and over with fully valid passport books apply for the passport card using a DS-82 form.
**DS-11 is the name of the type of form that is needed to apply for a passport.

Davison County Register of Deeds can only accept checks for passport fees and they are a two part fee as indicated above so you will need to bring your checkbook with you and if you do not have a checking account, then you will need to bring money orders. You will need one check for the U.S. Department of State and one check for Davison County. (The county fees may be paid in cash) At this office we do not take credit cards nor debit cards. Each passport applied for will need a separate check for the Passport fee.
 
4. When submitting the form (complete with required proofs and fees), the applicant must swear to an oath of allegiance and sign the document in front of the person authorized to accept the application. We need all parties present upon signing an application and children under 16 must have both parents present or at least one parent with a written consent from the other allowing the child to receive a passport. (The written consent form can be obtained from our office or at www.travel.state.gov ) Minors between the ages of 16 and 18 must have written permission from one parent in order to get a passport, however the parent does not need to be present. All children must be seen by us before we will send applications in for issuance.
 
Response Time:
The entire procedure for obtaining a Passport Book is about six weeks. If a Passport Book is needed sooner than that, a $60.00 expedite charge for special handling will save about two to three weeks and if you pay for overnight mail more time may be saved. A Passport Card, however, you can only apply for starting February 1, 2008 and the Department of State has informed the public that they will be issued sometime in the spring of 2008. At the time of posting this web-site the Davison County Register of Deeds does not know when a Passport Card would be returned to you. Passport Renewals (DS-82 form) or changes may be done by mail. The forms are available at the web site listed under #1 or you can pick the forms up at the Davison County Courthouse.

ONCE THE PASSPORT APPLICATION HAS BEEN MAILED IN, IF YOU WANT TO INQUIRE AS TO THE STATUS OF THE APPLICATION, YOU MUST DIRECT YOUR QUESTIONS TO THE SEATTLE PASSPORT AGENCY AT 1-877-487-2778 OR IF YOU WANT TO MAKE SURE THE PASSPORT WAS RECEIVED BY THE U.S. DEPARTMENT OF STATE, PASSPORT SERVICES, THEN YOU CAN CHECK IT ON LINE AT www.travel.state.gov (The register of deeds is not given any type of notification as to the status of the passports. Once the passport application is sent in, U.S. Department of State will deal with you directly if they have questions.)
