Also present was Auditor Kiepke. Chairman Weitala opened the meeting with the Pledge of Allegiance. APPROVE MINUTES Motion by Claggett, second by Weiss to approve the minutes, as amended, from the February 16, 2010 meeting. All members voted aye. Motion carried. DISCUSSION Brad Zomer appeared before the Board to thank the Commissioners for their graciousness concerning Farm Safety Day. Mr. Zomer reported that, after hearing comments from the participants, it will be held every other year from now on. DISCUSSION Larry Hostler, representing MTI appeared before the Board to express interest in utilizing the land that is scheduled to be auctioned for lease at 9:30 a.m. He presented a three year lease proposal to the Board that included rent of $2,500 for the years 2010 and 2011 and $4,000 for the year 2012, plus, contingent upon Central Electric would allow, a possible powerline to serve the existing well. Commissioner Fischer expressed concern with having cattle on the land and nobody feeding them, snow removal and several other similar issues pertinent to the lease. Mr. Fischer also questioned the availability of equipment. Mr. Hostler didnt foresee any of these issues as presenting a problem as he stated that when he taught at Western Tech, the students studying agriculture were so anxious to learn that there were more times than not an overload of students wanting to be involved. As for the equipment, Mr. Hostler said that MTI would be acquiring new tractors this spring. Commissioner Kiner wondered if there were other improvements MTI planned on making besides the powerline. Mr. Hostler responded that if they were to enter into a long term lease, its quite possible they would look at erecting permanent structures on the land. Chairman Weitala thanked Mr. Hostler and MTI for the offer. He stated that since the auction had already been noticed, the commission was going to proceed in that direction. OPEN LAND LEASE AUCTION At 9:30 a.m., motion by Fischer, second by Kiner to open the public land lease auction. All members voted aye. Motion carried. Auctioneer Ralph Kiner described the land to be auctioned as the NE of Section 33 T 104N-R61 W, Badger Township, Davison County, South Dakota. The term of the lease is for one year beginning March 1, 2010 and ending February 28, 2011. Motion by Fischer, second by Kiner to accept the highest bid of $11,000 from Andrew Ewing, Letcher. The Commissioners instructed Auditor Kiepke to draw up the lease. The first of the lease will be due and payable on March 15, 2010. DISCUSSION Correction Administrator Radel appeared before the Board to present a Commissary Agreement with The Swanson Company. Radel stated that the current company they are with is not going to continue to upgrade their system. The proposed company has many software advantages and should save the County money in the long run. The Commissioners advised Radel to find out if The Swanson Company provides a computer for the program and to come back next week. Radel also presented a Medical Service Agreement with Walgreens. The Commissioners advised him to find out if the contract includes Medicaid rates and bring it back next week. APPROVE WAGE INCREASE At the request of Correction Administrator Radel, motion by Fischer, second by Kiner to increase Roger Ericksons hourly rate to $12.05 because of his many years of service. Radel stated he had made a mistake when he brought wage increases in a couple of weeks ago. All members voted aye. Motion carried. ADVERTISE FOR PART-TIME HELP At the request of Corrections Administrator Radel, motion by Fischer, second by Claggett to authorize an advertisement for from four to six people for part-time help for the jail. All members voted aye. Motion carried. SUPPLEMENT SHERIFFS BUDGET Motion by Claggett, second by Fischer to supplement the Sheriffs budget Overtime line (4111/211) in the amount of $45.55, Social Security line (4120/211) in the amount of $4.13 and State Retirement line (4130/211) in the amount of $4.32 received from the State of South Dakota DOJ Alcohol Overtime Grant. All members voted aye. Motion carried. APPROVE USE OF ROOM A AT FAIRGROUNDS Motion by Weiss, second by Claggett to allow Doug Kirkus of the SDPAA to utilize Room A at the Davison County Fairgrounds on July 14th, 2010, for a policies and procedures course that Jack Ryan developed for SD law enforcement.
