Also present was Auditor Kiepke. Chairman Weitala opened the meeting with the Pledge of Allegiance. APPROVE MINUTES Motion by Weiss, second by Claggett to approve the minutes from the January 26, 2010 meeting. All members voted aye. Motion carried. DISCUSSION Ramon Schultz of Tech Solutions appeared before the Board to report the results of the survey taken as to the various computer needs of county departments. He had sent out a survey earlier in the year to ask each department what they felt their hardware needs were. After receiving input from the departments, Mr. Schultz put together a spread sheet documenting the results of the survey. Mr. Schultz told the Commissioners they could certainly put these computers out for bid. However, because of the fact that under the IT contract with Tech Solutions all installation would be at no cost and he would sell the computers to the County below internet cost, it was decided a lower quote, in all likelihood, would not be found. SDCL 5-18-18 states, in part, that the provisions of SDCL 5-18-1 to 5-18-17, inclusive, do not regulate or apply to contracts of any school district, municipality or county for the purchase or lease of communications technologies, computers, peripheral equipment and related connectivity. A resolution was passed on September 27, 2005, to authorize the accumulation of funds for the purpose of replacement of the mainframe and/or replacement and updates for computer equipment for all county offices. Since this time, $60,000 has accumulated. It is with these funds that the computer equipment will be purchased. DISCUSSION Jail Administrator Radel discussed ideas for raising part-time jailers wages. Shift differential was implemented to help attract people that would be willing to work various shifts. Currently, when a person works from 12:00 a.m. to 8:00 a.m., they receive an extra $1.00 per hour. When a person works from 4:00 p.m. to 12:00 p.m., they receive an extra $.50. Radel stated that the shift differential had not been very effective in attracting employees. A motion was made and then rescinded to give a 2% plus $.50 raise per hour to the part-time jailers. There was some question as to whether the shift differential would continue or not. The subject was tabled until next week. APPROVE RESIGNATION Motion by Claggett, second by Weiss to approve the resignation of Julie Mahaffey from the Sheriffs Department effective January 11, 2010. All members voted aye. Motion carried. APPROVE HIRE At the request of Sheriff Miles, motion by Claggett, second by Kiner to approve the hire of Carla Hettinger as part-time Sheriffs Office Clerk, effective February 1, 2010, at a rate of $10.00 per hour with a $.50 wage increase after completion of a successful probationary period, working a maximum 32 hours per week. All members voted aye. Motion carried. WRIT OF EXECUTION OF JUDGMENT Deputy Fouberg appeared before the Board to discuss writ of execution of judgment. Deputy States Attorney Taylor was also present for the discussion. Fouberg stated her concerns about the growing number of writs of executions being received by the Sheriffs office, the potential expense involved with execution and the possible liability of moving items county personnel are not qualified to move. Fouberg stated that professionals should be hired to move furniture, trailer homes, cars and any other items, when deemed necessary. Fouberg said she currently has 35 executions lying on her desk. This number continues to increase. Deputy Taylor stated that because of the hard economic times we are in, the number will probably continue to rise. He stated that the Sheriffs office has no control over this and that with the rising numbers, costs will continue to rise. He further stated that the County is responsible for safely storing items taken until such time as they are sold. BRIDGE INSPECTION PROGRAM Highway Superintendent Weinberg brought in the Bridge Inspection Program information. The Commissioners asked him to get quotes from several approved engineering firms and to bring the lowest quote in next week for approval. AMEND POLICY Motion by Claggett, second by Fischer to amend the minutes of January 5, 2010, and section 2.22 of the Davison County Employee Policy Manual. The portion affected is Meals Allowable. Receipts will no longer be required for meal expenses with approved overnight travel. The exception to this will be those listed in resolution #010510-03 that wish to be reimbursed more than the state rate. Employees will receive $26 per day for in-state travel and $36 per day for out-of-state travel.
