Also present was Auditor Kiepke. Chairman Weitala opened the meeting with the Pledge of Allegiance. APPROVE MINUTES Motion by Claggett, second by Kiner to approve the minutes from the January 19, 2010 meeting. All members voted aye. Motion carried. DISCUSSION Planning & Zoning Administrator Sudrla reported that the City had made application to move a Governors house on to the shooting range. He wanted to verify that he was to waive the fee. The commissioners advised him to do so. JAIL REPORT Corrections Administrator Radel and Assistant Kingsbury appeared before the Board to explain the monthly and annual jail reports. The full reports are filed at the Davison County Auditors office for review. APPROVE PROBATIONARY WAGE INCREASE Motion by Claggett, second by Weiss to approve an increase of $.50 per hour for part-time Corrections Officer Sherri Carey. All members voted aye. Motion carried. APPROVE HIRE Motion by Weiss, second by Fischer to the hire of Garland Schrank as part-time Transportation Officer at a rate of $9.50 per hour with a $.50 wage increase after completion of a successful probationary period. All members voted aye. Motion carried. DISCUSSION A discussion was held regarding wages for part-time personnel at the jail. The discussion was tabled until next week so that the Commissioners could have time to digest the information presented by Radel. PART-TIME MAINTENANCE At the request of Maintenance Supervisor Ruml, motion by Weiss, second by Fischer to hire a replacement for part-time maintenance personnel Ernest Hines, who retired, for twenty hours per week. All members voted aye. Motion carried. DONATE DIVIDERS It was agreed upon by the Commission that they would donate some dividers located in the Tower Building to the American Legion. The American Legion is remodeling an area to serve families of veterans and the general public. Any future requests will be handled on a case by case basis. INSTALL PHONES At the request of Highway Superintendent Weinberg, motion by Weiss, second by Fischer to install phones at the Mr. Vernon and Ethan highway shops. However, the request for cable T.V. was denied. All members voted aye. Motion carried. PLACE POLES IN RIGHT OF WAY Motion by Fischer, second by Weiss to allow Qwest to place poles in the Right of Way on Foster Street, if necessary. All members voted aye. Motion carried. REGISTER OF DEEDS ANNUAL REPORT Register of Deeds Young reported that total revenue was down for 2009, with the biggest decrease being in Transfer Fees. Total revenue taken in for Davison County by the Register of Deeds for 2009 was $163,090.21. The Deeds office worked on several projects in 2009 including, but not limited to scanning Grantor/Grantee Books, Final Decree Book 9&10 and Mtg Book 222 through 228, digitized minutes for the Auditors office, input legal descriptions into the Real Estate Tracker Index. Young is advising MIX on the development of software for the Real Estate Tracker Index. The complete report will be kept on file in the Auditors office for review.
