Also present was Auditor Kiepke. Chairman Weitala opened the meeting with the Pledge of Allegiance. APPROVE MINUTES Motion by Claggett, second by Fischer to approve the minutes from the January 12, 2010 meeting. All members voted aye. Motion carried. SIGN EMERGENCY MANAGEMENT DOCUMENTS At the request of Emergency Management Director Montgomery, motion by Fischer, second by Kiner to authorize Chairman to sign Memorandum of Understanding between the South Dakota Department of Public Safety, Office of Emergency Management and Davison County, South Dakota. The purpose of the MOU is to build sheltering and minimal care facility equipment capacity and mobility within the State of South Dakota to help provide for mass care of people during any emergency. All members voted aye. Motion carried. Also at the request of Montgomery, motion by Fischer, second by Weiss to authorize Chairman to sign the Report of Personnel Action and the SLA Quarterly Activity Report. All members voted aye. Motion carried. APPROVE PLAT Motion by Fischer, second by Weiss to approve a Plat of Lot 1 of North Harmon First Addition, A Subdivision of Government Lot 4 and the SW of the NW , all in Section 4, T 103 N, R 60 W of the 5th P.M., Davison County, South Dakota. All members voted aye. Motion carried. APPROVE PLAT Motion by Claggett, second by Kiner to approve a Plat of Lot 3, Block 2 of B. and J. DeVries First Addition in the NE of Section 31, T 104 N, R 60 W of the 5th P.M., Davison County, South Dakota. All members voted aye. Motion carried. DENY WELFARE Motion by Claggett, second by Weiss to deny Welfare Claim #8816 because commissioners wanted to consult with Deputy States Attorney Taylor before paying. All members voted aye. SNOW REMOVAL DISCUSSION Highway Superintendent Weinberg and Planning and Zoning Administrator Sudrla appeared before the Board to discuss issues that arise with snow removal when there are hay bales, trees and such, located too close to the right of way. The commissioners advised Weinberg and Sudrla to find out if other counties have ordinances regarding objects too close to right of ways. ADOPT AMENDED WEATHER POLICY Motion by Claggett, second by Kiner to adopt an amended Weather Policy found in the Davison County Employee Policy Manual. The entire policy may be reviewed at the Davison County Auditors office or on line at davisoncounty.org. All members voted aye.
