Also present was Auditor Kiepke. Chairman Weitala opened the meeting with the Pledge of Allegiance. DISCUSSION Wally Moore appeared before the Board to complain about the 10% raise they gave themselves. He wondered how they could justify 10% when they say they have no money to fix roads. He told them he didnt think that just because their wage was now comparable to Beadle County they had justification for it. Chairman Weitala stated that they went with employee raises. He also said that for the past four years Commissioners have not taken the full raise that the employees have taken. Weitala said he had heard no negative comments about the raise. Commissioner Kiner stated that 10% of not much isnt much. The vast expertise we have amongst the Board including a former business owner, a farmer and an Emergency Management expert make up a great panel. Each commissioner serves on not less than ten different committees. Commissioner Weiss stated that he put in about eight hours per month as a commissioner. He agrees with the public that they should have gone with a 2% raise. Weiss said that he works for the taxpayers and the taxpayers are his bosses. He feels its the wrong time to take a 10% raise. Commissioner Claggett feels there needs to be a consistent formula to come with raises for the commissioners each year. He stated that he puts in about twenty-five hours a week as a commissioner. All members voted aye. Motion carried. QUARTERLY NURSES REPORT County Health Nurse Shannon Tobin appeared before the Board to give the 4th quarter of 2009 report. They have been very busy with both seasonal flu vaccinations and H1N1 flu vaccinations. The staff has been involved with several PODs where both vaccinations have been available and will be involved in several more. The WIC caseload was 616 participants at the end of December. Bethany Joramo has accepted the position as the Breast Feeding Peer Counselor. The office continues with the Baby Care Program and Family Planning Program. The are also finishing up school screenings where contracted. APPROVE TRAVEL Motion by Fischer, second by Claggett to approve travel for the County Health Nurse clerical staff to attend the Regional Staff meeting to be held in Mitchell on January 28, 2010. All members voted aye. Motion carried. APPROVE WAGE INCREASE Motion by Fischer, second by Weiss to approve a $.50 wage increase for part-time personnel Megan Davids which will bring her wage to $10.25 per hour. All members voted aye. MTI AG REPORT MTI President Greg VonWald, Instructor Larry Hasz and several Student Farm Managers appeared before the Board to give a presentation on the land that MTI leases from Davison County for crop production to give students hands on training. Michelle Katts, a second year student from Hudson, spoke on planting record and field records. She stated that several students came back the week after graduation last year so that they could participate in planting with the no till drill that was purchased. They also were able to install Auto Guidance into their tractor because of a generous donation received by MTI. The students hope to be able to overlay planting and yield maps in the near future. Thomas Smith, a second year student from Kimball, spoke next. He reported that the County received $2,894.69 for corn on 23.7 acres which was a yield of $122.14 per acre. He also reported that the County received $4,376.97 on 498.22 bushels of Soy Beans planted on 44 acres for a yield of $99.48 per acre. Jay Meyers, a first year student from Winner, explained the benefit of having hands on experience. He asked the Commissioners to consider allowing MTI to lease the Countys other land for cattle. He said they could do things like calve, administer vaccinations, run feed tests, sire selection, rotational grazing, artificial insemination. These are things they cant do in the classroom. PROPOSE REESTABLISHMENT OF MITCHELL TOWNSHIP At the request of Mark Schilling, motion by Weiss, second by Claggett to propose reestablishment of Mitchell Township as per SDCL 8-1-30. A roll call vote was taken as follows. Weiss aye, Claggett aye, Fischer nay, Kiner aye, Weitala aye. Mel Pooley and Mike Hoffman expressed the desire to reestablish Mitchell Township because they feel they need local control. SET DATE AND TIME FOR PUBLIC HEARING Motion by Kiner, second by Weiss to set Tuesday, February 16, 2010, as the date and time for a public hearing to reestablish Mitchell Township. The hearing will be held at the Davison County Fairgrounds. All members voted aye. Motion carried. ADOPT RESOLUTION TO AMEND COUNTY COMMISSIONER WAGES FOR 2010 Motion by Weiss, second by Claggett to adopt the following resolution to amend the Davison County Commissioner wages for 2010, which will include a 2% increase over 2009 plus $520 which is the amount comparable to full time employees and elected officials assuming the commissioners are half time elected officials. No benefits such as insurance or retirement are offered to Commission members at this time. They are eligible to contribute to the flexible spending account. A roll call vote was taken as follows: Claggett- aye, Weiss - aye, Kiner - aye, Fischer - aye, Weitala aye. Motion carried. RESOLUTION #011210-01 WHEREAS, SDCL 7-7-3 states that the method of payment, whether per diem or salary, and the amount of per diem or salary shall be determined by the board of county commissioners in each county. If the per diem method is used, the county commissioners shall be allowed the per diem amount for each day they are actually and necessarily employed in the duties and business relating to county affairs and the duties of their office and in attending and returning from sessions of the board. The county commissioners shall be allowed mileage for the distance actually traveled in attending the meetings of the board, or when engaged in other official duties. The per diem shall be paid out of the general county fund. The per diem shall be set by the commission on the first regular meeting date in January of each year and WHEREAS, SDCL 7-7-5 states that the board of county commissioners may determine the salary of the commissioners. Such salary may be set by the board of county commissioners at its first regular meeting of each year. If the board of county commissioners fails to determine a salary, then the salary of a county commissioner in any one year is six thousand five hundred sixty-six dollars as per diem or salary in counties of fifteen thousand population and over and not more than thirty thousand population.
