Also present was Auditor Kiepke. Chairman Fischer opened the meeting with the Pledge of Allegiance. APPROVE MINUTES Motion by Weiss, second by Weitala to approve the minutes from the December 1, 2009 meeting. All members voted aye. Motion carried. NOTICE OF INTENT Andrew Ewing, who rents the NE Sec 33-T104-N R61 W from Davison County, presented the Commissioners a letter stating that he has installed electric fence wire on the current fence, as well as a stockade panel corral. His current intent is to continue to lease the property beyond 2010. If this does not happen, he would like thirty days to remove the electric fence and corral system. ADOPT CHANGES TO ZONING MAP At the request of Planning & Zoning Administrator Sudrla, motion by Weitala, second by Claggett to adopt the proposed changes to the official Davison County Zoning map, with the map located in the Planning & Zoning office and posted in the Commission Chambers. All members voted aye. Motion carried APPROVE PURCHASES FOR HIGHWAY DEPARTMENT The following purchases were requested by Highway Superintendent Weinberg. Motion by Weiss, second by Claggett to approve the purchase of a Savin C9020 Color Digital Imaging System from BPI for the best value quote of $5,242.99. All members voted aye. Motion carried. Motion by Claggett, second by Weiss to approve the purchase of two calculators from BPI with a combined cost of $368. All members voted aye. Motion carried. Motion by Weiss, second by Claggett to approve the purchase of a 1973 Ford F756E Truck with attached Etnyre Asphalt Distributor at a cost of $5,000. All members voted aye. Motion carried. CLOSE COURTHOUSE Because of the fact that the State of South Dakota is closed and several offices rely on the State for services during regular business hours, motion by Weitala, second by Claggett to declare the Courthouse closed on Thursday, December 24th, 2009. All members voted aye. Motion carried. PURCHASE MOTOR After discussion regarding patrol cards, motion by Weitala, second by Weiss to authorize Sheriff Miles to purchase a rebuilt motor from Mitchell Ford at a cost of $4,300, including installation, for the 2006 Crown Victoria whose motor blew up. All members voted aye. Motion carried. APPROVE PART-TIME EMPLOYEE At the request of Sheriff Miles, motion by Weitala, second by Claggett to approve the hire of Julie Mahaffey at a rate of $10.00 an hour as a part-time employee. All members present voted aye. Motion carried. FAIRGROUND FLOORING At the request of Maintenance Supervisor Ruml, motion by Weiss, second by Claggett to authorize Superior Janitorial, who had the best value quote of $1,746.37, to strip and wax the floors at the Fairgounds. All members voted aye. Motion carried. APPROVE AUDITORS ACCOUNT WITH TREASURER Motion by Weitala, second by Claggett to approve the November 2009 Auditors Account with the Treasurer in the amount of $6,983,383.39. All members voted aye. SET DATE AND TIME FOR SUPPLEMENTAL BUDGET HEARING Motion by Weitala, second by Claggett to set December 29th, 2009, at 9:30 a.m. in the Commission Chambers of the Davison County Courthouse to hold a Supplemental Budget Hearing for the purpose of meeting statutory obligations and indispensable functions of government.
